How to Import Rice from India to the UAE
Importing Indian rice into the UAE — FIRS registration, duty-free status on HS 1006, Arabic labelling, APEDA contract registration, prices and lead times.

Short answer
Rice enters the UAE under HS code 1006 and is exempt from customs duty as an essential foodstuff, despite the 5 percent GCC base rate quoted for most goods. Before the vessel arrives, the importer must hold a food import licence and register the product in Dubai Municipality's FIRS platform, with labels bilingual in Arabic and English. On the Indian side the exporter needs an IEC, APEDA registration, an FSSAI licence and a phytosanitary certificate. A first order is one container of 25 tonnes.
1. The compliance chain, end to end
Two sets of requirements sit either side of the water. A shipment stalls when one side assumes the other is handling something.

2. What FIRS is, and why first shipments stall there
The Food Import and Re-export System is Dubai Municipality's mandatory online platform for food imports, and it is the single most common reason a first container waits at the port.
- Every food product entering Dubai must be registered in FIRS before the shipment arrives. Registering after arrival means the container sits while it is processed.
- Registration is per product, not per shipment. Once your SKU is registered and a compliance history exists, repeat consignments clear considerably faster under the UAE's risk-based inspection model.
- Label artwork is reviewed as part of registration. Approve it before the container sails — a label correction with the cargo already at Jebel Ali means storage charges you cannot recover.
- Abu Dhabi imports go through the Abu Dhabi Agriculture and Food Safety Authority rather than Dubai Municipality. Registration in one emirate does not automatically serve the other.
- MOIAT sets the national standards that inspection and laboratory testing are run against, so a consignment can be compliant on paper and still be sampled on arrival.

The rice price is rarely the number that surprises a first-time importer.

5. Specifying your order so the quote is accurate
A vague enquiry gets a vague price. Four details move the number more than anything else.
Name the variety, not just 'basmati'
1121, Pusa and Sugandha are different grains at different prices. 1121 carries the longest grain and the strongest premium in the Gulf; Sugandha sits lower and suits price-led buyers.
State the broken percentage
Broken grain content is the single largest driver of price within a grade. Specify the maximum you will accept, because a quote given without it is not comparable to one that assumes tighter milling.
Steam, raw or sella
Sella, or parboiled basmati, holds shape under bulk cooking and is what caterers and institutional kitchens buy. Steam and raw suit retail. They are priced differently and are not interchangeable.
Bag size and marking
Fifty kilogram bags suit wholesale and re-bagging; 25 kilogram suits distributors selling on. Private label marking is available and should be agreed before milling, not after.
6. Where the rice actually comes from
Our partner mills sit in the basmati belt rather than in trading offices, which matters when you need a specific variety or a repeat of a previous lot.
- Punjab and Haryana — Amritsar, Taraori and Sirsa are the traditional basmati milling clusters, closest to the growing districts.
- Delhi NCR — the trading and export hub where consignments are consolidated for shipment.
- Uttar Pradesh — additional milling capacity, typically for Pusa and Sugandha grades.
- Minimum quantities across our partners range from 1 tonne to 25 tonnes, so a first container can be filled from one mill or blended across grades.

Get your UAE side registered first
Obtain a food import licence and register the product in Dubai Municipality's FIRS platform, or with the Abu Dhabi authority if importing there. Do this before the container sails, not after it arrives.

Labels must carry Arabic alongside English with product name, ingredients, net weight, country of origin and production and expiry dates. Label review is part of registration and is a common cause of delay.

Rice itself is duty-exempt and zero-rated for VAT, but Jebel Ali port handling, customs clearance, any triggered inspection and inland delivery to your warehouse are all yours and are not included in a CIF price.

What customs duty applies to rice imported into the UAE?
None. Rice is an exempt essential foodstuff under the GCC Common Customs Tariff and is also zero-rated for VAT. Many guides quote 5 percent because that is the GCC base rate on most goods, but rice sits on the exemption list. You still pay Jebel Ali handling, clearance and inland delivery, none of which a CIF price covers.
What is FIRS and do I need it before shipping?
The Food Import and Re-export System is Dubai Municipality's mandatory online platform, and every food product must be registered there before the shipment arrives. What is the minimum quantity of rice I can import?
One 20ft container, which is 25 tonnes or 500 bags of 50 kilograms. Our partner mills quote minimums from 1 tonne up to 25 tonnes, so a container can be filled from a single mill or blended across grades. Below a full container the rate per tonne rises sharply and handling increases.
How much does Indian basmati cost to import?
Our partners currently quote basmati between Rs 60 and Rs 150 per kilogram, which is Rs 60,000 to Rs 1,50,000 per tonne, and non-basmati long grain between Rs 40 and Rs 100 per kilogram. Which basmati variety should I order for the UAE?
1121 carries the longest grain and the strongest premium across the Gulf, and is what retail and hospitality buyers look for. Pusa sits slightly below it, and Sugandha suits price-led buyers. Sella, the parboiled form, is preferred by caterers and institutional kitchens because it holds shape in bulk cooking.
Does the exporter need APEDA registration for every shipment?
APEDA membership is a one-time registration the exporter holds. For basmati there is an additional step: the export contract itself must be registered with APEDA before the shipment leaves. These are separate requirements, and asking about both is a quick way to establish whether an exporter has actually shipped basmati before.
